What is break-bulk cargo?
Break-bulk cargo is non-bulk general cargo carried as discrete units. Each piece is bagged, crated, palletised, bundled or skidded, loaded loose into a ship’s holds, and stowed and lashed one lift at a time. It is a handling mode, the opposite of bulk, not a commodity, and it has no stowage factor.
The word “break-bulk” describes how the cargo is moved, not what it is made of. The same material can travel as bulk, as break-bulk or as containerised cargo depending on how it is packed and loaded. Cement poured loose into a hold is bulk; the identical cement in stacked bags loaded piece by piece is break-bulk; those bags stuffed into a sealed ISO container are containerised. Because break-bulk is a mode and not a substance, it carries none of the measurable bulk properties that a dry-bulk commodity has, such as a stowage factor, a bulk density or an angle of repose. Each break-bulk parcel is planned instead from the dimensions, weight and securing needs of its individual pieces.
Break-bulk is the historic core of general cargo shipping and still the everyday work of the project cargo and break-bulk desk. It is the cargo that is too heavy, too long, too irregular or too mixed for a container box, but too unitised and too valuable to throw loose into a bulk hold. Break-bulk vs bulk and containerised cargo
Break-bulk sits between the two dominant modes of dry shipping. On one side is bulk: a single homogeneous commodity poured or grabbed into open holds as a continuous mass, the world of dry bulk shipping and the bulk carrier fleet. On the other side is containerised cargo: goods sealed inside standard ISO boxes that are lifted as units and stacked on a container ship. Break-bulk is the third mode, where discrete units are loaded loose into the holds and handled piece by piece.

The line between bulk and break-bulk is whether the cargo behaves as one continuous mass. If it pours, grabs or conveys and trims itself in the hold, it is bulk and it has a stowage factor. If it is a set of individual pieces that each need stowing, chocking and lashing, it is break-bulk and it does not. The line between break-bulk and containerised cargo is whether the cargo is sealed inside a box. Bagged goods are the classic trap here: flexible bulk bags, also called big bags, jumbo bags or FIBCs, are usually containerised because they are stuffed into ISO containers, and they are break-bulk only when the loose bags are loaded straight into a hold. Either way they are not dry bulk, because the cargo is unitised in bags rather than poured loose.
How break-bulk is handled and secured
Break-bulk is worked one lift at a time. A crane or derrick lowers each unit into the hold, and stevedores position it, pack it with timber dunnage to fill voids and spread load, chock it so it cannot shift, and lash it down to eye-plates, ring bolts and lashing points fitted into the hold structure. The whole parcel is built up layer by layer to a stowage plan that balances the ship, protects fragile or finished surfaces, and keeps heavy units off lighter cargo beneath them. Discharge reverses the sequence, lift by lift.
The discipline that governs this work is the IMO Code of Safe Practice for Cargo Stowage and Securing, known as the CSS Code. The CSS Code is the international framework for stowing and securing non-bulk cargo so it stays put in a seaway, and it underpins the cargo securing manual that each ship carries and the securing plan drawn up for an awkward parcel. Where a piece is heavy, tall or out-of-gauge, that plan is engineered: lift-point analysis, calculated lashings against the accelerations the voyage is expected to see, and sign-off by the master and an independent marine surveyor before the ship sails.
Securing is where break-bulk earns its cost and its risk. A bulk cargo trims itself and needs little securing once loaded; a break-bulk parcel is only as safe as its lashings, so the recurring fixture risks are lashing failure, shifting cargo and damage to finished surfaces rather than the liquefaction or self-heating risks that haunt loose dry bulk. Good dunnage, a sound securing plan and competent stevedores are the whole game.
Cargoes that move as break-bulk
Break-bulk covers everything that is unitised but not boxed. The recurring families a charterer meets are:
- Steel products. Coils, plates, billets, rebar bundles and structural beams, usually as a mixed parcel for one receiver with mill certificates per unit. Finished steel is the classic break-bulk cargo and has its own detail on the steel products page.
- Machinery and packaged equipment. Crated industrial machines, generators, pumps, and drummed or palletised goods that each need individual lashing rather than bulk handling.
- Project units. Transformers, plant modules, pressure vessels, port cranes and prefabricated structures. These heavy and out-of-gauge pieces are the project-cargo end of break-bulk.
- Bagged and bundled goods. Bagged cement, fertiliser, rice and sugar, baled and bundled goods, and forest products such as sawn timber, plywood and packaged paper, when loaded loose into the hold rather than stuffed into containers.
- Packed industrial products. Drummed and palletised products including packed bitumen in drums, jumbo bags and pellets, which moves as break-bulk rather than as a loose dry-bulk cargo.
Note the contrast with the dry bulk hub. Coal, grain and scrap metal are loose homogeneous commodities that pour or grab into the hold, so they are bulk cargoes with their own stowage factors and IMSBC schedules. They are the opposite of break-bulk. Where a product can travel either way, the packing decides the mode: bagged cement is break-bulk, the same cement poured loose is bulk.
Vessels and gear for break-bulk
Break-bulk moves on ships built for individual stowage and securing rather than for a self-trimming loose mass. The core of that fleet is the general cargo and multipurpose (MPP) vessel: a ship with fitted holds, intermediate decks, eye-plates and lashing points, and on most modern tonnage its own cranes so it can self-load and self-discharge at ports that lack heavy shore cranage.

The defining feature across all of these is the hold and the gear. The hold is fitted for securing, with intermediate decks, eye-plates and ring bolts so each unit can be chocked, dunnaged and lashed to plan, and the cranes let the ship work its own cargo lift by lift. That is the opposite of a bulk carrier, whose smooth open holds and self-trimming design suit a cargo that needs little securing once trimmed, and which is gearless above Handymax size. A geared Handysize bulk carrier and a geared MPP can sometimes compete for the same steel parcel, but only the MPP is built to stow and lash a full break-bulk parcel properly. When to charter break-bulk
The mode follows the cargo, not the rate. Charter break-bulk tonnage when the cargo is unitised, mixed, heavy or out-of-gauge and each piece needs individual stowing and securing: steel products, machinery, project modules, bagged or bundled goods loaded loose, and any parcel a container box cannot hold. Charter a bulk carrier instead when the cargo is a single homogeneous commodity that pours or grabs into the hold as a continuous mass, because a gearless bulk carrier will move that parcel far more cheaply per tonne. Use a container service when the goods fit standard boxes and a liner schedule serves the lane.
For the heaviest and most irregular pieces, the choice narrows to heavy-lift MPP tonnage and the engineering discipline of project cargo: lift-point analysis, sea-fastening and a stowage plan signed off by master and surveyor. Most break-bulk fixtures are arranged on a voyage charter, where the owner carries a stated parcel between named ports for a lump sum or a rate per tonne. Because break-bulk is worked lift by lift rather than poured, the laytime allowed for loading and discharge is longer than for a comparable bulk parcel, and slow stevedoring is the usual cause of demurrage. Common break-bulk confusions
Three confusions recur, and each comes back to the mode-not-material distinction.
The first is treating break-bulk as a commodity. It is not. Break-bulk is a handling mode, so it has no stowage factor, no bulk density and no IMSBC schedule. Those properties belong to loose dry-bulk commodities, and break-bulk is by definition not loose bulk. If a quote asks for the stowage factor of break-bulk, the right answer is that the question does not apply: ask instead for the dimensions, weight and securing needs of the pieces.
The second is conflating bagged cargo with break-bulk. Bagged goods in flexible bulk bags are usually containerised, because the bags are stuffed into ISO containers and lifted as boxed units. They are break-bulk only when the loose bags are loaded straight into a hold and stowed piece by piece. Either way they are not dry bulk, because the cargo is unitised in bags rather than poured loose. The “bulk” in “bulk bag” means a bulk quantity in one bag, not bulk carriage.
The third is reading break-bulk and project cargo as the same thing. All project cargo is break-bulk by handling, but most break-bulk is ordinary unitised cargo, not project pieces. Project cargo is the heavy, oversized and out-of-gauge end where each lift is engineered. The everyday tween-deck steel parcel is break-bulk without being project cargo.
